Recovering Resources: Is North East England wasting its opportunities?
Abstract
This report examines the issues around support for entrepreneurialism and innovation in waste management in North East England. The research was conducted over a six month period by the North East Assembly's Scrutiny and Policy Board. The board decided to focus on the topic of waste management to build on previous work on sustainable development, to take account the changing policy landscape and the increasing pressures on local authorities, and because waste affects everyone. The aim was "to examine the potential for One NorthEast to support innovative and/or entrepreneurial activity in the field of waste management and recycling, and the ways in which One NorthEast can work with local authorities in the region to address current concerns over penalties for missing waste management targets." The research involved understanding key policy frameworks, identifying and interviewing stakeholders, and a focus day for stakeholders and board members. Key themes that emerged were; the role of the business sector; availability of support; the role of One NorthEast; the role of local authorities; behaviours and perceptions; and governance.
