RSS Policy ContextThe Regional Spatial Strategy (RSS) adopted July 2008 includes two key principles of a sequential approach to development and a locational strategy. The sequential approach (policy 4) aims to guide the location of new development in the North East, giving priority to previously developed land and buildings in the most sustainable locations. The locational strategy (policy 6) aims to maximise the major assets and opportunities available in the North East and to regenerate those areas affected by social, economic and environmental problems.
